Overview
Pada tahun 1988, petugas kepolisian Philadelphia Thomas 'Locke' Lockhart, lapar untuk menjadi seorang detektif, mulai melacak seorang pembunuh berantai yang kejahatannya menentang penjelasan ilmiah.
